Why did the security agencies fail in Nigeria???

Yes, the business of Amnesty is on in Nigeria and a percentage of weapons are being recovered…But it tells us that any thing could have happened to our nation with the quantity & caliber of weapons we have seen surrendered.
•How were these weapons funded?
•How did they get into Nigeria?
•Who are the suppliers?
•Why did the bank robberies, kidnappings and murders go unresolved?
•How did the militants have access to government intelligence information & who are the collaborators?
•who trained them?
•How were they able to move such large amount of cash?
•Is it not obvious that the Customs, Immigration, SSS, EFCC, Directorate of Military Intelligence, Nigeria Intelligence Agency, Army Intelligence, Naval Intelligence, Air force Intelligence, Federal Investigative Intelligence Beau rue, POLICE all funded with tax payers money failed the nation?
•Why is that the operatives under whose watch all these happened have not been recalled to come and account for their roles on negligence of duty? 
•Or does the amnesty cover the failed security operatives.
•Why have the FGN not set up a judicial commission to know why the security apparatus failed and prevent a reoccurrence?
With what is happening in Bayelsa State , how do we know if the aftermath of the amnesty regime would not be bloodier and more sophisticated?
